MOOVO Launches Taiwan’s First Dual-Mode Smart Bike & E-Bike System in Changhua, Reaching Over 1.8 Million Rides
Taiwan-based MOOVO, a pioneering cross-border micro-mobility startup, has successfully deployed the nation’s first integrated public bike and e-bike system in Changhua County. Over the past two years, the system has exceeded 1.8 million rides, becoming an essential part of daily commuting for Changhua residents. According to Chairman Jack Chang, a recent third-party satisfaction survey shows an overall approval rating of 97.7% among users in the region.
Jack Chang noted that MOOVO’s breakthrough lies in replacing the traditional dock-based bike-sharing system with a smart electronic-lock mechanism, solving long-standing user complaints such as “no bikes available” or “no docks to return to.” This approach eliminates the inefficiencies of reserved bike zones that take up land but restrict user access. Even at peak hours, locations like the Changhua Railway Station Plaza can now handle up to 500 simultaneous bike check-ins and check-outs, providing unmatched convenience to local commuters and marking a milestone for smart public mobility in Taiwan.
Chang further emphasized that the future of public bike systems lies in a hybrid dock model, balancing highly regulated areas with more flexible zones. “Over two years, we’ve proven that even in flexible settings, operational challenges can be fully resolved through effective management, real-time vehicle data, and analytics feedback to our team,” he explained. “Otherwise, we wouldn’t be seeing such high user satisfaction.”
MOOVO spokesperson Jim Shen added that the company has collaborated with key Taiwanese supply chain partners Wistron and OKGO Kaichi Green Energy to launch a new generation of smart electric-assist bikes. Built on a modular vehicle design platform, the bikes are compliant with both European and U.S. regulations, making them highly adaptable for commercial leasing and fleet markets worldwide.
Promoting Local Tourism Through Smart Mobility
Jim Shen also shared that MOOVO is actively contributing to local tourism in Changhua by producing a series of promotional videos that encourage citizens across Taiwan to visit the county. These campaigns invite visitors to explore Changhua’s culture, hidden gems, and culinary experiences through the lens of MOOVO’s public bikes and e-bikes, offering an immersive and sustainable travel experience.

【記者 林明佑/彰化 報導】台灣跨國微交通團隊MOOVO運點科技在彰化縣營運全台第一套智慧自行車和電力輔助自行車雙運具系統,經過兩年已突破180萬人次的使用量,現已成為彰化人日常生活通勤的必備工具了,MOOVO運點科技董事長張元耀表示,委由第三方市調單位進行彰化縣公共自行車滿意度調查結果,民眾整體滿意度高達97.7%。
張元耀表示,MOOVO主要是打破過去只有有樁式公共自行車系統才能妥善租借還車,運用智慧電子樁機制改善了過往最常被抱怨的「無車可借、無柱可還」情形及備用區車輛占用大量土地資源卻不能租借的問題,就連現在彰化火車站前廣場,如遇尖峰時段仍可同時滿足500輛車的借還,讓彰化市民感覺非常便利,也因此創下智慧公共運具在台灣的新里程碑。

張元耀強調,我們覺得未來的趨勢也會走向混樁模式,就是有一些地區是需要高度管理的,有一些地區則是可以比較有彈性的,那我們基本上是花了兩年證明說在這個彈性的空間,只要有善的管理,跟透過數據,跟我們的車載設備持續地回饋到我們營運團隊,這些亂象都是絕對可以被解決的,不然的話,我們現在滿意度不會這麼高。
MOOVO運點科技發言人沈暐傑表示,運點科技與台灣在地供應鏈夥伴緯創和OKGO凱智綠能合作,推出最新款的智慧運具電輔車。該車款透過平台化的車輛設計架構,讓同一車款能同時滿足歐洲與美國不同法規,以及配送的要求,搶佔多元的商用租債市場。
沈暐傑指出,另外MOOVO運點科技營運團隊也以實際行動支持在地觀光,拍攝數支彰化觀光宣傳影片,邀請全國各縣市民眾來彰化旅遊,並透過騎乘MOVO公共自行車與電輔車深入了解彰化在地文化、探訪秘境與享用美食。
