Changhua’s MOOVO Public E-Bike Program Achieves Remarkable Results

MOOVO Launches Taiwan’s First Dual-Mode Smart Bike & E-Bike System in Changhua — Surpasses 1.8 Million Rides in Just Two Years
MOOVO, a multinational micro-mobility company from Taiwan, has been operating the nation’s first smart bike and electric-assist bicycle dual-mode system in Changhua County. Within just two years, usage has surpassed 1.8 million rides, making it an essential part of daily commuting for the residents of Changhua.
In collaboration with the Changhua County Government’s Department of Transportation, MOOVO commissioned a third-party research firm to conduct a satisfaction survey among nearly 400 long-term users. The results were outstanding, with an overall satisfaction rate of 97.7%. By leveraging IoT smart dock technology, big data analytics, and a proactive local operations team, MOOVO has successfully challenged the long-held notion that only traditional dock-based public bike systems can operate efficiently in Taiwan.
An impressive 95.3% of respondents agreed that MOOVO’s electronic docking solution has resolved previous pain points such as no bikes available, no docks to return to, and designated parking zones being occupied by unrentable bikes. For instance, at Changhua Railway Station Plaza, the system now supports up to 500 concurrent bike check-ins and check-outs during peak hours, compared to less than 100 previously — a fivefold increase in efficiency. This not only boosts convenience but also reduces government spending, marking a new milestone for smart public transport in Taiwan.
Changhua County Deputy Magistrate Lin Tian-Fu remarked:
“The MOOVO public bike system has earned high praise and recognition from our citizens. Rental stations have increased from 68 to 79, and the fleet has grown from 1,650 bikes to 1,800 with MOOVO adding 150 new e-bikes. We’re grateful for MOOVO’s contributions, which have enhanced daily life across food, housing, transportation, education, and entertainment in Changhua.”
From Changhua to the World: MOOVO Expands with Global Partners
Building on the success in Changhua, MOOVO is now expanding its e-bike rental services globally through partnerships with Taiwanese supply chain leaders Wistron and OKGO Kaichi GreenTech. Leveraging its operational expertise, MOOVO has gained strong traction in the US and European markets.
Its in-house developed Powered by Rybit fleet management system has become a key enabler for last-mile delivery services, now used in over 50 cities worldwide. It has positioned MOOVO as a major provider for top delivery brands including Domino’s, McDonald’s, Burger King, Subway, and UberEats, especially in Europe where it operates the largest e-bike subscription platform for delivery services.
In cooperation with Wistron and OKGO, MOOVO has launched a new smart e-bike model tailored for international markets. Its platform-based modular design allows for quick adaptation to both European and American regulations and delivery needs, opening up new commercial leasing opportunities worldwide.
MOOVO’s smart mobility products are developed based on real-world operational data, user scenarios, and the agility of local manufacturing partners. Their supply chain partners enable rapid design iterations, electronic system integration, and material optimization during development — ensuring products are market-fit from day one.
Empowering Local Identity with Community Engagement
Beyond mobility, MOOVO remains committed to the local community in Changhua. During the SBL (Super Basketball League) Changhua season, MOOVO deployed over 100 smart bikes featuring the Changhua Pauian Archiland Basketball Team logo as mobile advertisements. A “super fan squad” of MOOVO staff, dressed in team jerseys, engaged with locals near stations and schools to invite fans to games — blending local culture, sports enthusiasm, and smart mobility to offer an unforgettable Changhua experience.
